HEC degree attestation in Peshawar: the process, step by step
HEC attestation is the step most students underestimate and the one most likely to cost them an intake. Here is what it is, who needs it, what goes wrong, and the order to do it in.
Every Pakistani student applying abroad with a university degree eventually runs into the Higher Education Commission. HEC attestation is the verification that your degree and transcripts were genuinely issued by a recognised Pakistani institution, and without it most foreign universities and every embassy will treat your academic record as unverified.
Students routinely leave it until they have an offer in hand. That is the wrong order, and it is why we see people miss September intakes they were otherwise well placed for.
Check recognition before you do anything else
HEC will only attest degrees from institutions on its recognised list — and recognition is programme-specific as well as institution-specific. A university can be recognised while a particular campus, a particular affiliated college, or a particular programme is not.
This is checkable in a few minutes on the HEC website, and it is the single most important thing to confirm before you build any plan around a degree you already hold. If the institution or programme is not recognised, HEC cannot attest the document, and there is no workaround. Students discover this at the worst possible moment — after paying application fees abroad — far more often than they should.
Book the appointment online
HEC operates an online appointment system through its e-portal. You create an account, upload scans of the documents you want attested, select a centre and a date, and pay the fee. Walk-in service is limited and should not be assumed.
The Peshawar regional centre serves Khyber Pakhtunkhwa. Appointment availability tightens sharply between May and August, when everyone is preparing for autumn intakes, so book as early as you can rather than waiting until your applications are settled.
What to bring
- Original degree certificate, plus photocopies
- Original transcripts or detailed marks certificates for every year or semester, plus photocopies
- Original CNIC and a photocopy
- Your appointment confirmation and fee payment receipt
- Matric and FSc certificates — some centres ask for these to confirm your academic chain
Take more copies than you think you need. It is a long way back to a photocopier once you are inside.
Where it goes wrong
Four recurring failures, in rough order of how often we see them:
1. Name mismatches
Your degree says "Muhammad Ali Khan", your CNIC says "Muhammad Ali", your passport says "Mohammad Ali Khan". Each of these is a different person as far as an attesting authority is concerned. Corrections must be made at the issuing institution, and university record corrections in Pakistan are slow. Check all three documents side by side before you book anything.
2. Incomplete transcripts
A final-year transcript is not enough. You need the complete record — every semester or every year. Students who took a supplementary paper or repeated a semester sometimes have a gap in their set without realising it.
3. Missing the recognition check
Covered above, and worth repeating because it is unrecoverable rather than merely inconvenient.
4. Assuming HEC is the last step
For most destinations it is not. HEC attestation is usually followed by the Ministry of Foreign Affairs, and for some countries — Germany among them — by legalisation at that country's embassy in Islamabad. MOFA will reject any document that has not been through HEC or IBCC first, so the order is fixed.
How long to allow
Plan for two to four weeks from booking to collection, and longer during peak season. That is the processing time, not the total: add the time it takes your university to issue your final degree if you do not yet have it, which can run to a year at some Pakistani institutions.
The practical implication is that HEC attestation should start before you shortlist universities, not after you receive an offer. Applications abroad accept scanned and provisional documents; the visa does not.

- Confirm your institution and programme are HEC-recognised
- Obtain your final degree and complete transcripts from the university
- Check that your name is identical across degree, CNIC and passport
- Book the HEC appointment online and pay the fee
- Attend with originals and copies
- Take the attested documents to MOFA
- Embassy legalisation, if your destination requires it
