Study in Germany from Pakistan

Most German public universities still charge no tuition to Pakistani students — but that is no longer universal. Baden-Württemberg charges non-EU students €1,500 per semester, and Bavarian universities including TUM have charged non-EU students since winter 2024/25. Everywhere you pay a semester contribution of €150 to €400 and must show a blocked account of €11,904 for your first year. Deadlines are 15 July for October and 15 January for April, and graduates get 18 months to find work.

What German universities want from a Pakistani applicant

After FSc / HSSC

FSc alone does not qualify you for direct entry. You need either one to two years of a Pakistani bachelor's degree first, or a Studienkolleg foundation year ending in the Feststellungsprüfung examination. This surprises most applicants and it is the single biggest planning difference from the UK or Canada.

After a Pakistani bachelor's

A 4-year HEC-recognised degree gives access to Masters programmes. Germany looks closely at subject match — a Masters must follow logically from your bachelor's, and switching field is much harder than in the UK or USA.

uni-assist

Most universities process international applications through uni-assist, which verifies and converts your grades. It charges around €75 for the first application and €30 for each additional one in the same semester, and it takes weeks — factor that into the deadline.

Language

English-taught Masters are widely available. English-taught bachelor's degrees at public universities are rare. If you want an undergraduate degree in Germany, plan on learning German to B2 or C1.

From application to national visa

  1. Check whether your qualification gives direct entry or requires a Studienkolleg year.
  2. Apply through uni-assist or directly, before 15 July for October or 15 January for April.
  3. Receive your admission letter (Zulassungsbescheid).
  4. Open a blocked account with an approved provider and transfer the full year's amount.
  5. Arrange German health insurance — public student insurance if you are eligible, private if not.
  6. Book a national visa appointment at the German Embassy in Islamabad. Slots are limited and fill months ahead.
  7. Attend the appointment with your admission letter, blocked account confirmation, insurance and academic documents.
Check the state before you assume tuition is free. Germany's reputation for free higher education was built on a policy that is eroding: Baden-Württemberg has charged non-EU students €1,500 per semester since 2017, and Bavaria began charging in winter 2024/25 — at TUM, a non-EU Masters can now cost €4,000 to €6,000 per semester. The rest of the country remains free, so the saving is real, but it now depends on where you apply. Separately: book the embassy appointment in Islamabad early. Visa slots are the bottleneck for Pakistani students, not the paperwork, and students who wait until their file is perfect regularly miss the semester they were admitted to.

Working after your degree

Graduates of German universities can apply for an 18-month residence permit to look for work related to their qualification, and can take any job to support themselves while searching. Once you find qualifying employment you can move to an EU Blue Card, which has a lower salary threshold for shortage occupations including engineering, IT and medicine, and leads to permanent residence faster than most comparable routes. Germany's pull for Pakistani students is this back end — cheap to study, structured route to staying — rather than the application being easy.

Two things decide whether a Germany application works: whether your documents are attested correctly, and whether your English score meets both the university and the visa requirement. Get those wrong and nothing else you do matters.

Is studying in Germany really free for Pakistani students?
In most federal states, yes — tuition at public universities is genuinely free for non-EU students. There are now two significant exceptions. Baden-Württemberg has charged non-EU students €1,500 per semester since 2017. And Bavaria began charging from winter semester 2024/25, so a non-EU bachelor's at TUM runs €2,000 to €3,000 per semester and a Masters €4,000 to €6,000. Everywhere you also pay a semester contribution of €150 to €400, health insurance, and you must place €11,904 in a blocked account before the visa. 'Free' means no tuition in most states, not cheap overall, and not everywhere.
Can I study in Germany after FSc?
Not directly. A Pakistani FSc or HSSC is not considered equivalent to the German Abitur. Your options are to complete one or two years of a bachelor's degree in Pakistan and then transfer, or to take a Studienkolleg preparatory year in Germany and pass the Feststellungsprüfung. Anyone telling you FSc alone gets you into a German bachelor's degree is mistaken.
Do I need to learn German?
For English-taught Masters programmes, no — IELTS 6.5 is typically enough for admission. For undergraduate study at a public university, almost always yes, to B2 or C1. And for daily life and part-time work, German makes an enormous practical difference regardless of your course language. Students who arrive with no German find part-time work much harder to get.
What is a blocked account and how does it work?
A Sperrkonto is a German bank account holding your living costs for the year, which you cannot withdraw freely. The required sum is €11,904, released to you at about €992 per month once you have arrived and enrolled. You open it with an approved provider and transfer the full amount before the visa appointment. You may deposit more but never less. The figure is set annually by the German government, so check it again if you are applying in a later intake.
How competitive are German public universities?
More than students expect. Free tuition attracts applicants worldwide, and popular Masters programmes at well-known technical universities receive very large numbers of applications. Subject match and grade conversion matter a great deal. Applying to a single famous university is a common and avoidable mistake — build a list with a realistic spread.
